University Agreement

Target agreements and University Agreements are a key management tool for academic institutions. They are particularly used in the current reform process in Bavaria’s universities to define focal points for development and for shaping university profiles. During negotiations, the state and universities treat each other as equals. This procedure has advantages for both sides: The state does not get involved in day to day operations and ensures financial planning certainty to the universities. The universities can act independently within the framework of the agreed targets.
