Target agreements

Planning and shaping the University's profile

Target agreements are a key management tool for academic institutions. They play a particularly important role in the current reforms which are being implemented at universities and other higher education institutions in Bavaria, as they are used to formulate key areas for development and aspects which will shape the University’s profile. The universities and the state are equal partners in this procedure which has advantages for both parties, as the state does not deal with the operational details but guarantees universities the financial security required to make plans for the future. Universities are free to act as they see fit within the boundaries of the target agreements.
